Just some pointers to guide you in directory submission - for the free and paid directories alike:

High PR - indication that Google sees some value in the directory.
Well maintained - listed sites are in the proper category
High Traffic - getting traffic could be minimal form directories, but majority are targeted
Kewords ranking high in SERP - Well optimized, shows that the directory is well-marketed and SEO'ed.

Which to avoid:
Link farms that pose as directories
Directories that require reciprocal links
Crappy ones with crappy sites listed

So why did Google ever invented PR?

basically it's a USP

What Brin and Page originally meant for PR to indicate ( Read section 2 ), is NOT what it is now.

Toolbar PR numbers are so corrupted by link buyers, link beggars and link schemes it is meaningless ( http://www.webmaster-talk.com/the-go...important.html ).
So a high PR simply means a lot of links. it does NOT reflect quality, value, usefulness or any other aspect of a page.
