I'd like to have a discussion with other designer about what they consider important when designing a webtemplate from scratch. If you have any special technique please let the others know .

I consider those thing while designing:

-The background of the site and the body of the content of the site should be in contrast
-Borders if possible. Not big, not small, but visible. To make the elements stand out.
-Buttons should have a lighter or stronger color than the background where they stand.

I'm newbie in web design, but I agree with your tips and I would like to add these:
- Fast loading speed of template
- Clean and good quality of images

I would like to read what other people think.

- Useability - how easily another designer can pick up the template and work from it
- XHTML1.0 tags
- Completely CSS based
- Consistent styles for page elements

Those are the 4 most important IMO.

I design according to the requirements, what is site is all about, the target audience, the destinated countries, and their internet speed, competitive sites designs etc.

It really depends, most of the site i work stress more on back end code. Functionality is important . I just hope to follow the W3C standards and make it easier to use.

I think a theme to what your web design is focus on is vital. And the color palette that you use must not contain too many different colors in order to earn points in professionalism unless your website is targeting kids.

One more thing to add, no matter how beautifully your template or design is, your main objective should be to make your visitors stay longer on your website so as to increase the chances for them to purchase your offer. Keep that in mind.
