Why my site is not getting any Rank

I have an static site with good Content and PR 3, Problem is i m not getting Ranking on any keyword. However i am working on One way links, Doing quality link building etc

You might required rewriting all the meta tags of your site according to those keywords whom you selected. I mean on-page optimization of your site might help you out

According to my opinion you should go for on-page optimization for your page.

Its really hard to tell without knowing what keywords you are vying for. If you are targeting top keywords, it would require a lot of backlinks with proper keyword anchoring to be able to have a good ranking.

Make the URL and Title of the page contain the keywords you're trying to target as well as the META tags.

Some Asian company did some serious testing on on-page optimization and they reported that using keywords in image file names and alt tags does help.
