No, Google doesn't not weight your meta tags. The only value to them for Google is that your meta description can appear in the SERPS.

The problem most likely has to do with the specific keywords you are targeting, and most likely has nothing to do with on-page SEO.

I agree with Rick1 that using keywords in images file name as well as in alt tags can be definitely helpful. So don't left any images without alt tags...

using your keywords as anchor text links can help you rank in SERPs
