What CMS to use for a blog? I am new in this but would like to gradually develop it from basics to more complicated and sophisticated features.

if you are a bignner then watch few tutorials on youtube and then use cms.

Yes wordpress is CMS you can do a lot of blogs there..And its very popular..

There are a number of CMS scripts available for setting up a blog for example : Joomla, Mambo, Magento, Drupal etc. but among them the most popular is Wordpress. And as you say that you are new to this, there can be no other better suited that WordPress. As you get your hands onto it, you may later think of switching to a more advanced Joomla CMS.
