What actually makes a forum successful?
To me , its the members that makes a forum successful.

Like any website, success of a forum can be measured from it's google page rank, alexa ranking, number of unique hits per day etc.
Forum can be made popular if it has something interesting and useful for users to keep coming back.

Yes, of course members of a forum make it successful. Not mere members, but active members who interfere in the daily running of the forum. In some forums there are several thousand people as registered members. But those who are participating in the discussion are few. This tendency will not help any forums.

A forum would be successful with the help of active members, updated content/posts/thread, optimization, design.

Everything mentioned is important. Like pagerank, etc. However I also believe that a forums success depends on its members and how much the forum owner does for them to remain active in the community.

A well maintained and moderated forum with 0% SPAM would be a major indicator.

Active participation of members and admins/mods as well as very useful and related discussions are also some good qualities that a forum should have

0% SPAM is hard to achieve on very busy forums.
It is not the 0% SPAM that makes a forum successful but rather how active it is.
If your forum gets a lot of Spam, it is an indication about how popular it has become
