Can we avail Xoom services if the sender and the recepient are both from the same country?

In my opinion, I think no, since I think it is sending money to and from outside its origin country.

Well as per according to the XOOM sites TOS a sender and receiver cannot reside in the same country but I have tried to do the same and i have succeeded in doing some similar transaction.
