I've seen many offering Link Wheel services.Does it really help people in increasing their SERP's?

You don't think that is a good technique for link building?
I see many webmasters crave for that service.

I don't see the link wheel concept as being particularly new.

I've used it and it does work, but it takes time, just like all decent seo techniques.
