I've seen many offering Link Wheel services.Does it really help people in increasing their SERP's?

Every link helps its just a matter of how much value is given to each link.

I'm sure there are, probably the same ones that are spamming forums, blogs, "social media" sites and submitting at every junk directory they can find.

I don't see the link wheel concept as being particularly new.

I've used it and it does work, but it takes time, just like all decent seo techniques.

I have read a lot about this technique. Apparently it works very well.
