reciprocal link can acquire when you exchange link to other site.. which serve as your backlink.... you can also have backlinks from forum sig, directories...etc..etc..
backlinks is the links that points to your site... in reciprocal links, you link partner will put a link in their site pointing to your site... so reciprocal links is just considered as backlinks...

I think ablaye clarified the issued. The original poster probably meant reciprocal links vs. one-way links.
One-way links are better because Search Engines give them more weight and also you don't have to add stupid links on your site.
backlink is just a link back to your website, whereas when you get a backlink from a website and have a backlink to their site in return, it's called recriprocal link.
for example
site a has a link to site b --------and site b has a link to site a
then it's reciprocal link
one way link is more significant than reciprocal link from the search engines point of view
