The answer is yes. If the search engines can detect reciprocity, I think they will discount these links or at least reduce their weight whereas one-way link carry more weight since search engines tend to think of them as "natural" links.
Yes, it's pretty widely accepted that one-way links have more 'power' than reciprocal links. Reciprocal links were widely used in the past, but the principle of "I'll link to you if you link to me" didn't really prove anything useful about site quality, so recipricals were downgraded by SEs. But remember, there's no such thing as a BAD link!
