For mee it works well. I usually exchange links with similar sites. I mean if I have an entertainment site I exchange link with entertainment only and it works.

Well they have worked for me. i have personally corresponded to website owners, for link exchange who have a similar PR as mine, and they seem effective to me!
Do links from your website to others hurt you or not ... I have read in a few areas that linking to too many external sites looks bad to google is this true or just there to scare me
