How can I do something like this in PhotoShop?

Its hard because it isnt really a "sci-fi" image...

It needs a background to it... Youll need to use effects and blending options... I'm not 100% sure on how you would do it be completely honest and I dont have photoshop readily available at this moment, that and I have my family around me stressing me to the shit house, so I cant go research it, or attempt it myself.
Maybe later, if noone replies.
