Well, if he has a dynamic IP, you should block the range. For example, instead of:

deny from 206.248.73.58

it would be:

deny from 206.248.73.*

CPanel also has the option of blocking people by IP.

Now, if he is using a proxy such as TOR, it's not that easy.
