I don't think you can open a window of certain size WITHOUT JavaScript unfortunately.

But if you are opening your window in the onclick event of the link (ie. as a result of a direct user action), then this should NOT be blocked (by default) by the browsers pop-up blocker unless it is configured to block every pop-up, which I don't *think* is the norm?!
